Transforming Procurement through Home-Grown Talent

Context

In 2010, Value Wales, the procurement arm of the Welsh Government, was successful in securing £5.7m funding from the European Social Fund Convergence Programme for a 4-5 year project to improve procurement across public services in Wales. 

Objectives

The overall aim of the Transforming Procurement through Home-Grown Talent project was to raise procurement skills and capability across public services in Wales.

The objectives were to:

  • Recruit potential new talent for the procurement profession in Wales
  • Create a cadre of trained and experienced officers - drawn from both new graduates and existing staff - to become procurement leaders of the future
  • Provide a procurement training and mentoring programme which integrated leadership and management and procurement-specific training
  • Provide a series of cross-public service placements to recruits, to enable them to deliver projects and complete assignments specific to procurement 

Solution

Eliesha worked closely with Value Wales to develop a seamlessly integrated response.  Utilising our consultancy skills we were able to source, liaise with and brief partner organisations to provide the services required by our client, as well as delivering some of those services directly.

This included the following:

  • Commissioning Chromis Consulting to develop recruitment, assessment and development centres
  • Sourcing and briefing the trained and experienced assessors from our internal staff who had a management role on this project, and from our pool of tried and tested associates
  • Collaborating with Passport to Procurement, the procurement training experts, to develop a balanced training programme
  • Liaising with the Institute of Leadership and Management (ILM) in the provision of accreditation of professional development
  • Liaising with the Chartered Management Institute (CMI) in the provision of accreditation of leadership and management training
  • Mapping all the delegates’ learning to national standards to allow progression to higher level qualifications and to dovetail into Member of the Chartered Institute of Purchasing and Supply (MCIPS) training with the University of South Wales
  • Delivering the CMI Level 3 Certificate in First Line Management and the ILM Level 3 Award in Effective Management
  • Delivering PRINCE2® Foundation and Practitioner training
  • Developing and facilitating the annual Value Wales Apprentice Conferences in 2012, 2013 and 2014

Outcome

The programme was highly successful resulting in:

  • 100% pass rate on CMI Level 3 Certificate in First Line Management
  • 100% pass rate on ILM Level 3 Award in Effective Management
  • 100% pass rate on PRINCE2® Foundation and Practitioner course

All apprentices progressed to ILM Level 5 Management and Leadership qualifications.
