Eliesha provide effective Learning Management System solutions, incorporating all the facilities needed to manage and administrate learners, content and resources, support and track learner progress, deliver e-learning and support learning transfer and social learning, in one accessible place. Our learning management system can be supplied to fit requirements and to match your branding.

Our e.lms offers a framework for clients to create, categorise and share content, enabling reach in the delivery of more rich media learning, quicker and to more people. In addition, our e.lms has options to facilitate learner collaboration and networking, provide support for formal and informal learning, improve communications, in support of accreditations and reporting. 

Technical specification

The Eliesha e.lms is a vendor independent, commercially managed and cloud hosted solution (Moodle based) compatible with all forms of AICC, SCORM 1.2 and SCORM 2004 eLearning and assessments.

Context

Eliesha is contracted to deliver a fully managed service including management, administration, design and delivery of the core learning and development needs and procurement of other specialist training needs.

Our team of Learning and Development (L&D) Project Managers work in close partnership with the Corporate L&D Team at Welsh Government and with the extensive network of L&D Advisors working for Welsh Government throughout Wales. The learning interventions have all been developed, designed and aligned with the Welsh Government’s Skills and Behaviours Framework, Investors in People and the Professional Skills for Government framework as the drivers for determining required learning outcomes.

The Contract is managed by our Operation’s Director, who is supported in Cardiff by a dedicated team, consisting of a Business Manager, Learning and Development Project Managers and Customer Support Administrators supporting the learning needs of the 5,500 staff. 

Eliesha has a dedicated training centre in Cardiff which is capable of hosting over 120 delegates and is equipped with 7 purpose-built training rooms and an ICT facility offering full connectivity to both the internet and Welsh Government’s Intranet.

An extensive Management Information System has been developed that is compatible with Welsh Government’s SNOWDROP HR System for the management of all training and design activity.  Based on a web portal accessible to all staff, via either the Intranet or internet, it provides:

  • Information on all learning interventions, both by Eliesha and other providers
  • Learning availability scheduled for the next 6 months, a fully automated online booking system providing confirmation of attendance and joining instructions
  • A Learning Matrix  that enables staff and Line Managers to plan Personal Learning Plans that link learning interventions to the Performance Management Process, Skills and Behaviours Framework and Professional Skills for Government
  • Detailed statistical information on attendance, delegates, evaluation and financial details for use by HR Strategy, Business Development and the Strategic Delivery and Performance Board

Eliesha has also introduced a Learning Management System designed to assist both learners and Welsh Government in providing learning resources, facilitating group working and collaboration and tracking learning.

These services have been very successfully provided since 2006.

The key advantages of the service are the significant reduction in costs and resources that need to be set aside for tendering, development and design. These costs represent a significant overhead that need not be incurred. There are many other advantages to this arrangement, which include:
