Case studies

Context

Following the successful design and delivery of the Jobcentre Plus (JCP) programme in Scotland and the JCP National CMI Diploma Programmes throughout the UK over a 4 year period, Eliesha was awarded a 4 year 3 month contract in December 2009 for the delivery of a DWP National CMI Level 5 Certificate and Diploma in Leadership and Management programme.

Eliesha was also required to deliver a two day coaching workshop for DWP managers who acted as internal coaches to the CMI Diploma students.

Objectives

DWP required a focused leadership and management development programme that could be seen to have an immediate impact upon the business performance of those staff undertaking the programme.

  • Training interventions to be tailored to the specific needs of the business
  • External accreditation through a widely recognised professional qualification
  • National recognition
  • Up-skill senior and middle managers
  • Improve business performance as a direct result of individual development
  • Minimum disruption in terms of release from the business to complete training

For those internal coaches who wished to achieve an accreditation, Eliesha was able to offer the Level 5 ILM Coaching Diploma and a group of 30 took up this option.

DWP required a supplier with a flexible approach and the capacity to launch each year up to:

  • 23 Certificate programmes (Programme 1)
  • 12 Diploma programmes (Programme 2)

Solution

Eliesha’s specialist consultants designed, tailored and updated the existing CMI Level 5 Diploma in Management and Leadership to ensure that DWP wide policies, key messages, organisational and strategy changes were integrated and also aligned to learning outcomes required by CMI.

The programme was in three separate parts as follows:

  • Programme 1 - ‘Manage the Business’ was accredited by CMI as a Certificate in Management and Leadership. This is a core programme focusing on DWP business aims and priorities
  • Programme 2 - Created and accredited through CMI at level 5 Diploma level

Both levels of the programme consist of:

  • Tutor led workshops
  • Focused work-based assignments
  • Management project
  • Programme 3 - Eliesha’s lead L&D consultant regularly reviewed and updated materials to ensure that DWP wide policies, key messages, organisational and strategy changes were integrated and aligned changes to learning outcomes required by CMI

The workshops, mixing core and optional units, were separated into two and three day blocks to ensure minimum disruption from operational delivery.

Each workshop could be a single delivery to 10 delegates or co-delivered by two tutors to 20 delegates. Each tutor supported 10 delegates, assessing and providing written and verbal feedback on their assignment work. Time was also provided for further support via email or telephone as necessary.

Eliesha attended 2/3 monthly progress review meetings with DWP. Tutors and Contract Managers also attended “celebrating success” events where delegates were presented with their CMI certificates or diplomas.

“Working relationships and understanding of each other’s organisational issues and constraints are excellent. In short, it is a pleasure doing business with Eliesha Training.”

Outcome

The ROI criteria for the programme were client driven. Feedback from DWP senior managers and candidates showed that the learning outcomes and new skills learned were being fully utilised back in the workplace.

Context

The aim of the programme was to develop and nurture empowered leaders at local and national level, enabling them to provide the leadership necessary to deliver improved public health protection outcomes.  This was also an opportunity to identify the leaders of the future and focus on their development.

Solution

Eliesha was required to design an innovative blended programme which encapsulated the specific learning requirements and outcomes - whilst recognising the limited availability of the participants - in order to deliver an approach based on short, sharp learning interventions to build the participants knowledge and skills as the programme progressed. To achieve this:

  • Participants completed a series of validated online psychometric tests to measure emotional intelligence, indicate an individual’s preferred behavioural style at work and to look at how a person responds to challenge, commitment and change as well as identifying their current level of confidence and control.
  • Each participant then received a half day 1-1 coaching session to review the findings of the tests and to write a personal development plan for the programme.
  • Participants were then able to choose to attend any number of Masterclasses from a series of 8 to meet their personal development aims. These included: Personal Resilience; Strategic Thinking; Succession Planning; Emotional Intelligence; Influencing Through Others; Effective Performance Conversations; Manager as Coach and Critical Thinking.
  • Participants then had a further telephone coaching session to review their progress and update their personal development plan.
  • All Masterclasses were individually evaluated. An in-depth level 3 evaluation was then undertaken and the results used to inform the programme going forward into the next 12 months.

Our L&D consultants worked in close collaboration with the client to design and develop the programme. The focus was on nurturing emotional intelligence and situational leadership with the specific emphasis on self-awareness and self-management, working with others and fostering reflective practice.

Outcome

Evaluation of the programme encompassed all Masterclasses, an online survey, facilitator feedback and the views of line managers. Over 40 people participated in the full programme and 23 completed the online evaluation. Overall the programme evaluated well with over 90% in the happy to very happy range. The participants found the most useful parts of programme were the Coaching, Masterclasses and Psychometric tests. They stated requirements for further development could include coaching and further structured ways of taking forward their learning. With respect to impact of the programme and innovative delivery approach, the participants had an opportunity to actively put their learning into practice. Examples they provided included: improved confidence, chairing meetings and appraisal conversations. In terms of future developments the client would like to extend the programme to include more Masterclasses, Action Learning Sets, Coaching and the development of coaching and mentoring skills and culture.
